Here's the step on creating State:

  1. Go to Transports > Transport Load and click New button
  2. Click Diversion tab and check Diversion checkbox
  3. Click Original Destination State hyperlink
  4. On the Grid area, enter State Name and State Abbreviation
  5. Click Save button
